This avoids glfwCreateWindow emitting GLFW_PLATFORM_ERROR on Wayland
because shared code was calling unimplemented or unavailable platform
functions during final setup.
It also makes it consistent with the final setup of full screen windows.
This is adapted to 3.3-stable from
09653b8c54.
Files built for Win32 must use C89 style declarations for compatibility
with VS 2010 and 2012, which are still supported by GLFW.

This renames 'raw input' to 'raw mouse motion' as there are other kinds
of raw input. The update path is restructured to avoid reinitializing
all of disabled cursor mode. Modification of shared state is moved out
into shared code. Raw mouse motion is disabled by default for
compatibility.

querying the recommended drawing scale factor for DPI-aware rendering.
